Cool 67' 250S - Choke flap question

I got the car running finally, and it's an automatic, so I have to have the idle correct in order for it to shift. I adjust the idle when it's warm to get it near 800 rpm, and it runs at 800 rpm just fine; however, when I shut it off and it's cold the flaps are closed tight, and it won't start unless I stick a screwdriver into the flaps of the choke to let some air in the carbs.. What am I doing wrong here? I'd like it to start, and idle the same... The electric choke, the choke flap, and the vacuum choke should all be within tolerences. In addition, I syn-ech the carbs, and both are at the same level. I don't get what's wrong? Any help? Thanks.

Do the chokes open if you pump the gas pedal while trying to start?

I have electronic igntion on it, and don't need to pump the pedal. I can turn the key and it starts on the frist hit, but....only if i put screwdrivers in the chokes........and if i adjust the chokes any further out, the open too wide, and the car dies........they have to be just sooooo or else.......
