220SEB tube with unknown function

Whats the function of the tube in the attached picture ? What top goes on it?

Hello Otto,

I have seen some inventive people add an easy access external filler tube to help lubricate the waterpump, could this be one?

looks like it points to the waterpump .... could be original or very proffessional done.
