No heat with Manual Climate Control...Heater Valve?

So my 1982 euro 123 model 250 has manual climate control in what i'd guess is the same setup as the 240d...

it's got the same manually operated "heater valve," that's for sure.

she's been sitting for a couple months, but i resurrected her a couple weeks ago, and after replacing the thermostat and coolant, started driving her around at 'normal operating temperature' w/o incident.

on our first real cold day today, i finally realized i have NO HEAT.

the heat dials are pretty sticky...they don't want to extend all the way to "heat," but even if i manually push the little heater valve arms into their farthest "heat" positions, i get nothing but cold air. (though i DO get some leaking from the valve when i do this).

wondering: is it common for a bad heater valve to have this serious of an effect, or should i look elsewhere? if elsewhere, where? i've checked my fuses...and that's about it.

Are the heater hoses leading to the valve getting hot?

theres a heater valve on firewall has two bowen cables going to it. Check it make sure valve isn't stuck shut. See if you can move the plastic arms at the ends they should move easily.

hose temp

the single heater hose going from from the engine side to the valve gets hot, however, the two hoses leading from the valve through the firewall are cool.

is that my answer? the valve is stuck shut and needs replacement, or ?

I'd pull the cables out of the valve and try manually operating the levers to see if you can move them. If you can't then the valve is stuck shut. If it's stuck shut I would pull the valve and see if it's just got a bunch of gunk inside or if something is broken.
