68 280s starts but will not turn over to drive

help guys
my 68 280s starts and can get in gear with no problem but engine will not turnover to move. if move it takes about 1 to 2 hours before it can warm up to start driving (move).
could it be the ingintion -starter?
or
carburetar?
please help - any good advice will be greatful. thanks in advance.
