There appears to be a bill in Congress to create local bureaucracies and fund with grants to get all cars over 15 years old off the road.

The article at the end of this link gives the details, as well as reasons why it ain't such a good idea.

I'd heard in California owners of some of the older cars get offers to take their cars off the road for $500 by some level of government. Some of those who have many thousands into their older cars tend to take this very personally.

Sounds like a pipe dream mean to kick start a slow automotive sector.

I wouldn't worry too much about it. This kind of stuff has been
kicked around for the last 20 years or so. Most of the country would be in an uproar about it so I don't take much stock about it.
The only place that would be dumb enough to try it is California,...
but they are a bunch of idiots anyway.

Come on Piper settle down, I'm a California transplant in Kansas, its just all things are posible in California.. good or bad. Not like the slower pace of change out here on the prairie. I just happen to to enjoy nostalgic living, sort of like being on the set of the Andy Griffith show, with a bit of Twin Peaks. Believe in the automotive culture, its strong in California, they won't let us down.

Okay okay, I was hasty when I wrote that. I'm originally from the West, one of the surrounding states of California.
Yes, the legislation has been tried in California before. Actually several times and it has been voted down each time.
California is not the only state it has been tried in either. Hopefully all auto enthusiastic people will always band together when "idiots" try that type of legislation.
I also have to admit that I'm not overly partial to Kansas either,
especially with the current budget situation.
Flatlanders are a strange bunch and the mountains will always call to me.

I am a California native and I am always amused (and usually shocked) by what our tax dollars go towards. Shortly after I bought my '72 280 SE 4.5 dream machine, I received an offer of $500.00 to buy my old inefficient car. I had a good laugh about it, but then I realized they were offering me my own tax dollars back if I gave them my car. Robbing Peter . . . Anyways, they know what they can do w/ that $500.00. And, the double laugh on them is that my car is just old enough where I don't have to get it smogged every two years. So, it's a double joke on them, and I can't help singing this song from when I was a child, "They can't catch me, They can't catch me, They can't catch me this time!" Muhahahahahaha.

By the way, on a good tank, I get about 10 mpg, but that's all city driving. I've had it nudge 12 w/ mostly freeway driving. How can you NOT drive these things w/out being amazed by the power? I can feel acceleration going from 60 to 80. And 90 is not even pushing it. WEEEEEEEEE! Screw the mileage!

Insurance companies have been doing the same thing for years. Had a buddy with a vintage MB hit in the right quarter panel a few years back. The insurance company totaled it and wanted to take the car for less then he considered it was worth with all his time and parts. He is still fighting them. Bottom line, have your vintage car appraised annually. At least you will have something to back you up on the amount your insurance company will want to give!

Is this part of the new Homeland Security Laws? Any day now, can I expect to be surrounded by a Federal Scrap-Squad task force?

this one really cracked me up, right on!

One of the reasons you can buy low mileage Japanese engines is that they are imported FROM japan due to their mandatory retirement laws. I don't know if that kind of thing would actually fly here, but I am sure this is where the legislators are getting this idea.
