Quick question: is this the bolt to loosen to adjust timing on distributor (see pic; below vac)?

FYI: 1971 Merc. 250 (W114)

Yeah, small hex bit socket screw. Loosten that and you should be able to turn it one way or the other. If it won't move it's siezed and you will have to sort that out.
