1973 220D fresh air / heater cntrol

I'm trying to figure out how to properly get the flapper for the fresh air / heater control working. Currently, the lower hose on the vacuum diaphragm in the dash which drives the flapper is disconnected and can't be found. The diaphragm does hold vacuum and I can close the flapper by hooking up a mityvac to the lower port and putting vacuum on it. In order to get it to open, I just have to bleed the mityvac.
So, where is the valve which controls this line?
My fresh air vent is always open right now but this little cold snap has got me thinking about switching to heat without opening up my dash.
Any recommendations for how to fix this thing?
