76 280c euse boxes on pass side troubleshoot

have these 3 fuse boxes on pass side eng compartment cleaned the corrosion replaced the fuses took test light only power on both sides of one fuse with key on only get another fuse to light up on both sides all the other fuse boxes get no light fr test light any suggestions getting no power to winodow switches aux fan someone put a spade fuse connection all the others are reg ceramic fuses

280c pass side eng compartment fuse boxes

have three fuse boxes in eng compartment on passanger side believe they are aux fan ,power windows problem is have no power to window switches changed all fuses and relays still no power to windows took a test light from neg battery post touched both sides of fuse ends only 1 fuse lights up on both sides then turn key on another fuse below lights on both sides the other 2 fuse boxes don't light up on both sides of fuse with test light contact is this normal ??? if fuse doesn't light up on both sides with testlight
