You didn't mention changing the brake hoses at each wheel. Over time the inside diameter gets smaller and will prevent pressure from getting to the wheels and can cause a hard pedal. New hoses are inexpensive and easy to change. I think I would change the hoses if you haven't already. It may solve your problem, and they should be changed every 10 years or so. The manufacture date is printed on the hoses.

There are rubber hoses on the front wheels and in the lines towards the rear. You'd have a hard time going around corners if the lines were all steel.
