13 (mostly south western and southern) states don't require front plates. MONEY, the greatest of all motivating forces, seem to be the reason that other states require two. It's easier to catch scafflaws who bolt toll gates or parking garages and miscreants who are captured on camera running red lights and such, and make them PAY for their sins.
The main, and rather wide spread, objection to front plates is--wait for it--AESTHETICS!

CT issues front plates, but I only have them installed on some of my cars (not all of them). Never had any trouble regarding that with police in any state, but I did get pestered a few times about a finicky tail lamp on my W115 (which has no plate on the front). And Connecticut has no tolls or speed/red light cameras to nab me!

As far as my preference goes: I'll put on a front registration plate if there is mounting hardware for it on the bumper. I like to have them when I have personalized plates, otherwise I don't really care.

I run the rounded-style German plate up front that my car was shipped with in '68; it was nailed up on the wall of my grandpa's shop for years. No grief from the MN authorities.

Like a busted taillight, I can envision cops using it as a pretense to pull a guy and take a sniff around.

I clear shipping taped my front license plate to the front fender - problem solved on my new C7. NO airflow impediment.....
