He's correct in that they can mount that size tire on that size wheel. Be aware that doing so will throw your speedo and odo off; they'll read slightly slower and slightly fewer miles than actual.

BTW - only the 1st number of the tire size is important in relation to the rim width; that 1st number is the width of the tire tread. The 2nd number just tells how tall the sidewalls are, in relation to the tread width.
