I thought there were steel rims (with hubcaps) and alloy wheels (bundts).
I wasn't aware of there being steel bundts. If you need spacers to change the offset, you will probably need longer lugs. Assuming that the spacers go on AFTER the hub, that is. (I would think they would have to.) Also, I hear that they have stopped making chrome lugs because torque spec is too much for them. Mine were getting ugly, and were stretching, but I'm sure that was because the PO put about 35000 ft/lbs on them.

So 123 and 126 bolts are the same and are interchangeable?
I'm curious where this "bolts stay with wheel" rule comes from then.

The lug goes through the hole in the wheel, then through the rotor, and into the hub.
I'm not sure I understand your question. If the lug is too long, it will stick through the back of the hub, causing problems.

Hence the confusion.

Oh, duh, I'm sorry. I misread that as "the bolts stay the wheels." I was thinking, "no ****, of course they do." haha
Well, if the lugs are the same width, thread, and length, the car won't know the difference.
