Tire Rub in rain?
When driving in rain in sounds like there is plastic rubbing against the tire on my front passenger side. On dry roads there is no sound at all. It relates to the speed of the wheel/tire...when I slow down the rubbing sounds slows in relation to my speed. I have taken the wheel off two times to check that all the plastic is in place in the wheel well. The first time I heard it I stopped on the side of the road in the rain to see if something was stuck around the wheel. I would say I had something to do with the tire tread throwing water against the wheel well, but it happens with both my winter and summer tires/wheels. Any ideas?

i would tend to agree with your theory, perhaps there are some missing plastic nuts holding the inner fenderwell?
