20mph wobble

95 e300d 196,000
New Kuhmos all around 30,000 miles ago. Keep air pressure good, rotate every 5k at oil changes. At 20 mph, side to side wobble. At higher speed, wobble is gone and no vibration issues. Tread is still very good all around as car was aligned last summer. Tracks straight. I removed each wheel and could feel no deformaties and couldn't see any obvious issues such as belt separation. I have already bought replacement tires, (not mounted yet) but am now having second thoughts as to the wobble. Other possibilities might be?

...bent wheel?
spin and check all the wheels visually, to see if any are really bent up.

I bet the tires are out-of-round. Your symptoms are typical of such. At highway speeds the tires are acceptably smooth because they are balanced, though a rounder tire will be smoother.

Jack up each corner and spin the wheel/tire on the car. Use a fixed marker (such as a jackstand) placed near the tire to estimate runout. Anything more than 1mm will be a problem.

I had Kuhmos once, that's why I know a bit about these symptoms and causes. Never again.
