Does "8JX18H2" written on back of rim mean 8" wide/ 18" diameter?

Can someone please confirm to me that 8JX18H2 means 8" wide and 18" diameter. I am planning on buying some used wheels and the guy might not know too much about wheels because he claims the wheels are 18.5" diameter (??????) and 9" wide but then he says the wheels say "8JX18H2" on the back. I thank you in advance.
