That serves as a 'heater' so the window washer fluid won't freeze.

Two things;
1) How long does it take the temp gauge in the IC to get to 80-85C?
If it hovers around 80C or so and takes a relatively long time to reach 85C, it
could be a partially stuck OPEN tstat. Since it nevers fully closes, it takes a long time for the engine temp to rise.
