I completely agree that they have the legal authority to do so. But to compel appearance, they must either send their own police or request Justice Dept assistance. Again, see President Jackson's observation, not unlike Josef Stalin's vs the Pope.
I was unaware that the congress had in fact, sent it's MA to collect a witness. (Thanks, Billybob. Really) That works just fine on people who don't wish to hide.
