The front center vents are controlled by the small buttons with the red and blue lamps as well as the all those up and down arrows on the HVAC panel. You need to study the owners manual. The locking system is run by a vacuum pump in the trunk on the right side. Cheek fuse #6 in the trunk fuse panel (upper right side.) It is for the locking system.
