The boat uses water foils. The speeds are in the 50 mph range and it is a sweet ride ... but ..... the thing that has always bugged me about races like this is these races seem to be more about who has the best tech verses who has the best team.
I would rather see teams compete on identical boats and see which team is the best rather than see who can dump the most amount of money, research and tech into the craft.

Referencing the second to the last paragraph. I am not surprised a socialist would see it that way. Second to the last paragraph says it all. Soon that one boat will sink, then give it to the next competitor.
