Would anyone replace the whole power panel in their house because of a blown fuse or tripped circuit breaker?

You said the fuse was broken. Does that mean it was not melted? If you had a short, the fuse would be melted. If just broken, its a fatigue failure.

Just replace the fuse. If there was a short in a GP, a new relay would not fix the problem.
