cloudy(dull)portions

I recently had my car rubbed out. The car came out great except for one spot on the fender, which seems to be dull(cloudy). Is there anything I can do to make this part shine like the rest of the car or does this part have to be rubbed again.:confused

Please give more info as to what the car was rubbed with?, by whom?, using what type of method?, etc... Also, this spot on the bumper...what material is it? What type of car is it?

I will try to find out what was used to rub the car out.By the way it's a 1986 300E. The work was done by a friend, who does this for a living. He has done work for me before and I've never had a problem and I've seen his work,which is usually flawless(not in this case, which is just my luck).
