E300 auxiliry fan continually run

Hello,
I am the owner of a 1999 E300 turbodiesel with auxiliry fan problem. When the ignition key is turned on to the first position, the auxiliry fan turns on high speed. Turning the ignition switch to the next position, the auxiliry fan reduces speed. Turning the ignition switch to the start position, the auxiliry fan stops turning and the engine starts. Immediately turning the engine off, the auxiliry fan turns on and continually runs even with a dead cold engine. When operating the engine at normal tempetures,80 plus celsius degrees,the auxiliry fan performs as required. The only way I can get the auxiliry fan to stop turning, is to remove no.41 fuse. Where is the problem? Thanks.
