Make sure you aren't dribbbling brake fluid somewhere. I wnt through 2 new remanufactured master cylinders before I got one that wasn't leaking down as you describe. You are either leaking fluid somewhere or you have an internal leak on your "NEW" master cylinder.

Your ABS unit may have an accumulator which is basically a pressure chamber with a spring behind it. This makes bleeding very difficult because you have to actuate the ABS to get the air out of it. The shadetree method is to bleed as best you can. Get the correct order of which wheels to bleed from the manual. Bleed the best that you can. Go out on a soft surface and lock up the brakes a few time to actuate the ABS. Go back and bleed again. Repeat until who knows when? I think I did it about three times. This will be controversial to some and truthfully I don't know if it applies to all ABS systems. Value this advice for what it cost you.

Don't take chances with your brakes or steering. If you are not sure they are safe, get professional help. You are not just risking your own safety but the safety of everyone around you.

Recommended oil ?
