Manual Shut Off Lever

I have been reading about the Manual Shut Off Lever in the "Diesel Dummy, Duh" thread, and that reminds me of a question I have.

I have never had to use the Manual Shut Off, but I have tried it out several times, and it does not shut off the engine. I will idle slower, but it has never shut down.

Is it necessary to hold it down for a long time before it shuts off? Is there some adjustment on the linkage that I need to make?

1982 240D.
