Sorry, but I don't think it's that simple. That map only shows a 250-mile radius around refineries that are already producing ULSD. That doesn't necessarily mean that ULSD is the only diesel sold within those 250-mile circles.

Actually, I believe the only purpose of that map is to show diesel fleet operators (trucks, trains, construction equipment, etc.) roughly where they can obtain ULSD. They have to show that they have a source for the fuel to qualify for a grant from the feds to subsidize retrofiting their vehicles with particulate traps, which only work with ULSD. See the last item at this link, and note that your map is linked off this page:

http://www.epa.gov/otaq/retrofit/latestnews.htm

As far as I know, the only national refining company currently selling only ULSD at the retail level is BP/Arco/AM-PM, and this is only in California. I previously posted this link, which lists all of their retailers/wholesalers selling ULSD (they call their fuel ECD-1):

http://ecdiesel.com/business/locator.asp

Now, if you're in one of those circles on the EPA map, and if you can find out which refinery is making ULSD, then you might be able to buy it at the pump in your area. But even so, lots of those refineries may only be making ULSD as a portion of their capacity, and may still be making dirty old diesel to sell at the retail level.

If I remember right, the law doesn't reguire retail availability of ULSD until 2007 nationally, and 2006 in California. It's just that BP/Arco is way head of the game out here in the Golden State. That's why I always try to buy my diesel from them (though it's harder than you'd think because only a fraction of their gas stations sell diesel).
