Vacuum Shut-off
I discovered that the fuel shutoff is operated by vacuum (it's electrical on my truck) when I unknowingly disconnected the line when I was changing the oil.
Anyway I'm wondering why the 84 i just recently sold would shut off almost instantly after turning the key off, whereas on my 82 it takes a second or two. Valve maybe? I'm thinking this is kind of an anal question....

Sounds like a vacuum leak somewhere.
If it is the valve itself, it can draw engine oil up into your lines, right under your dash, and soak your stereo, among other things. Ask me how I know. Test the valve with a Mityvac, find that leak where ever it is. There is tons of info here on this if you search. And if you replace that valve, read the warnings. You don't want to mess that up!

Does the IP have to be taken out to replace the vacuum shutoff valve?
Two weeks ago, my SD suddenly needs 5-10 seconds to shut off. Sometimes more. I did find oil in the vacuum line. I did not test anything yet.

Replace it now before things get really ugly with that oil. (first ensure it is your shutoff valve, and not your vacuum pump).
Shut your engine off manually under the hood in the meantime, as the process of it trying to shut off is when the oil gets sucked in. You don't mess with the IP, it is really easy to remove the valve, just be absolutely certain you have it in right. Search: IP shutoff, run away motor

Oh yes, I've read the many reports of runaway engines due to the hooked rod on that valve not being installed correctly. I've already had one runaway engine due to consuming it's own oil. I don't need another.
So can someone definitively tell us how that piece is supposed to be inserted?

Remove the old one slowly, see how it feels... Don't tighten the new one down till you are sure it caught. I feared this, until I did it. Wouldn't hesitate to do another... There are some good explainations, if you search the archives.
