No light is telling you that something is amiss with the glow plug circuit. Two glow plugs out will definitely give problems with the light. Supposedly, one plug out will not trigger the light unless it is the #1 plug, but, I haven't confirmed this.

What's the ambient temperature?

At 10°C., I'm not sure if the 603 would give you trouble with two bad plugs.

Does it crank for more than two seconds? Most of them will start almost instantly if the glow plug circuit is functioning properly.

This one will start in one second at -13°C.

my dad's glow light stopped functioning a few weeks ago on the 83.....it puts out more blue-white on startup and lops from side to side unless you rev it a little (probably to get some heat in the cylinders that didn't glow) But once its running it runs normally/fine. I tested the plugs with my ohm meter today and it looks like 2-3 of them are out of spec Amazingly it has had no problem starting even when we went up north a few weeks ago (the light was out then too)....a good MINUTE of cranking and it was running Now that its warmer from a cold start it will cough and do the blue thing, but starts on the 2nd to 3rd crank, amazingly. We ordered a set of new plugs, the ones in there look reeeal old.
