Blinkers

HEY DOES ANYBODY KNOW HOW TO FIX A BLINKER PROBLEM.
ALL OF THE BULBS ARE GOOD, ALL OF THE FUSES ARE NEW.........
THERE IS NO CLICKING OR LIGHT UP IN THE DASH. PLEASE HELP.

I'd check the fuses, and the relay that triggers the flashers, and also the switch on the steering column, as well as grounds and other potential problem areas inside the dash around the wiring harness....its probably something along those lines...

Well, like so many others, your post or profile doesn't say anything about what vehicle you might be referring to, so I'll just pick a 300D for grins.
I just did this yesterday, and the red flasher switch in the middle of the console also operates the blinkers. I removed mine, disassembled it (be careful to notice how it comes apart), and cleaned the contacts inside. They get oxidized and also get things spilled down there. When I reinstalled it, I also had to position the wiring harness in a specific location for it to work correctly.
Good luck, and I was just busting you chops above in good fun, however, it IS helpful info.

It's A 300d Turbodeezy 83' So It Something A Non Mechanic Can Do?
How The Buck Do I Get Behind The Dash And Underneath Hazard Signal In The Center Console?

Well

I Just Turned On The Hazard Switch And They Blinked Simultaneously.........turned Off The Hazards And They Work Now..........weird, Is That Normal Or Is There Still Major Problem?

You probably just had some corrosion. If it acts up again I would look at your hazard switch in the dash as the culprit.
