1984 300d vacuum question

The "specs" I've read indicate vacuum at the outlet of the modulator should run from between 10-12 at idle to zero at full throttle. I have 15 at idle, but as soon as the throttle is taken up and the lower micro switch on the valve cover is made, vacuum drops to about 5. Vacuum continues to drop as the throttle opens. The shifts are not bad (greatly improved since I got the car and started fiddling), but they are still a little harder than I would like, and the 2-3 shift comes early sometimes. Is the drop to 5 normal, or is there something else should be looking at? The modulator valve has not moved by the time the micro switch is made, and adjusting the modulator position does not affect the vacuum when the micro switch is made. The position of the opposing force cable seems to be just about right since the shifts occur about where they would on a "normal" car. Thanks!
