Name that part and question

Found this little doohicky in the upper right of the passenger side footwell....It looks to me that it is a relay of some sort. It also looks to me like it has a 20A fuse in it. Further, it looks to me like it is labelled for a 10A fuse....So? what is this/what is its funtion? and what's the correct fuse? A PO somehwere in the history of my car has performed lots of electrickery that I am attempting to sort through....Cheers!

Many thanks whunter, I've searched and read available material on this device and am still "in the dark" Should it have a 10amp fuse or 20? I'll scour wiring diagrams tonight although all I have right now is hayes manual which only goes up to '84 even thought the cover says "through '85"

Kind regards!
