300d won't start

Got a 300d for the engine off of an older man. He just changed the filters and could not get it to run. I want to hear the engine run before I pull it out. I bleed the fuel through the main filter,bleed it through the IP. I took an injector line off and with the hand pump I can not get any fuel through the line. I was thinking it is a mechanical pump-will the hand pump,pump through the IP? I even tryed a little starting fluid on it and it would not even putt. I do not think the older man had amy reason to lie to me about the engine. What am I missing? Is there any electrical or mechanical shutoffs on the engine so it would not run. I have cranked the engine over a lot,30 sec at a time for more than 20 times. Does anyone have any ideas? Also where can you get a shop manual on the 300d,I have one but does not go into enough detail for me. Thanks Forgot to add-the manual hand pump when you pump it it pumps all kinds of fuel,so I think the hand pump is good.

They make some darned good diesel starting fluid, comes in orange propane cans and can fit a regular propane torch nozzle. Was designed for diesel truck engines that have NO glow plugs. You can crack open the nozzle and stick the thing into the intake manifold and then turn the key. Amazing stuff that worked for me when waiting for glow plugs to arrive in the mail last Winter. Try getting some of this stuff, thats what i would do.

takes a while to get the fuel through the filters and into the injectors.

take the main spin on filter off and make sure theres fuel in it. If not, fill'er up and then go to the primer pump and pump it up until you get resistance and hear a slight whistle. Then crank while holding the go pedal to the floor. The fuel system has to be pressurized in order for it to start.

I'd be real careful using any type of starting fluid and then would do so only as a very last resort.
