Fuse box and heater pump question

Anyone know why the entire top row of my fuse would be out. #'s 3 5 7 9 11 13. Also m

y heater pump is not getting power to it. I have heat to the interior, however it only really heats up while on the highway. During idle its barely warm. The heater pump is getting power to both sides of the fuse. Any suggestions are greatly appreciated.
