Does anyone know if it is possible to remove the top plastic portion of the fuel heater without taking the metal bottom portion out of the head? I removed the torque bolts but it just jiggles up a bit but will not come all the way off.

Is this where the a valve is located to keep the fuel from returning into the tank?
