92 300D Transmission or engine problem?

Right after I did the diesel purge I noticed that the engine revs up before shifting from 1 to 2 or 2 to 3. Also noticed some delay in the downshifting. I took the 92 300D turbo to a transmission shop and they rebuilt the unit. Now the engine shifts late or really hard and it seems to be low in power. When it upshifts it kicks like hell. So I took it back and told them to adjust the vaccume controls. They are telling me that the engine has an issue and it's not the tranny. Could they be right or it is the vaccume system that is causing the problem. By the way, sice they fixed the transmission the tackometer is not working right either. I have to let off the accelarator to make the engine shift up or just speed up until the shift happens. Any ideas what to look for? I appreciate any suggestions.

It was the transmission. I had it rebuilt.
