'84 300TD Rear suspension problem

I have low sagging rear suspension, full reservoir (no leaks), and recently replaced accumulators. I removed the lever linkage on the control valve and (rear wheels on ramps, engine running) moving the lever on the valve makes no change in level. The lever moves with little resistance. I'd like to narrow this down. Is it the pump or controller? Is there a diagnostic procedure to determine this?

moving the lever should change ride height, but it doesnt narrow it down from pump or valve.

sorry i dont know how to do that.

Usually a couple of ways to tell if your pump is working (which they usually are). First, you can often remove the cap on the reservoir, lift it up a tad and see the fluid being pumped back into the bottle.
Another way is to connect a clear tube to the bleeder screw on the valve assy. (looks like a brake bleeder screw) and see if fluid is pumping with car running when you crack it open.
IMPORTANT NOTE: When under car, when the lever is moved a certain way, or bleeder screw is opened, car will drop like a rock. Now, yours sounds already down, but it would not be prudent to not leave this warning. Back it up on ramps and you should be OK. Matter of fact, if you were on jack stands it would be difficult to tell if the hydraulics were working properly.
Have your fluid level filled to top mark prior to bleeding.
If your valve, there are rebuild kits, and links to those kits in threads here. And used pumps and valves are often on ebay. A used pump just sold for $64 bucks earlier this week. Of course, none of us can afford a new one!
