190d - quick help identifying part

Sorry for all of the 190d posts.....but thanks in advance!

I found this picture on ebay....and noticed this car (a "1984" like mine) has something on the air box I do not.

Can someone tell me what this device is?

I noticed the car is from California--maybe this has something to do with it?
