help - leaking fuel filter

I just replaced my spin on fuel filter, and now there seems to be diesel leaking ON TO the locking nut on the top above the filter.

Steps followed:

1) loosen locking bolt.
2) unscrew present filter
3) remove filter watching for unknown seals or o-rings to fall (none observed)
4) oiled the rubber grommet on new filter
5) replaced filter and tightened.
5) tightened locking bolt
6) pumped priming pump a few times
7) wiped clean everything
8) watch helplessly as diesel continues to appear around locking bolt.

I used a Fram filter (why? - cause that's what I could find up here, need to search online....). No washers or anything, just a rubber grommet seal that seems to be attached to the filter itself.

Again, the fuel seems to be leaking from ABOVE the filter, from where the locking bolt is.

This is my DD, so I would like to fix this today. Thanks guys!

Well, I took the filter off and put it on again, and so far, seems to be fine.

Now, another question....is the inline filter supposed to have air in it at all, or is it designed to be completely filled with fuel?

the clear one? it usually has a small air bubble in it..

Small? I'm talking about a 1/4 to a 1/3 at the highest part of it.

Probably normal, just wanted to make sure.

There is a thin washer under the top of the bolt. In a perfect world, it should be replaced every time the fuel filter is changed.

An air pocket is normal in the primary filter.

Rubber, I assume? Flat or round?

The thin copper washer under the bolt head may or may not exist, depending on the year. It was on the earlier years but not the later years. On the filter bolt shaft, there are 1 or 2 o-rings, also depending on the year. It sounds like you need a new copper washer and o-ring(s) for next time you replace the filter.
