If you are referring to the 2 vacuum lines under the instrument cluster, near the steering column, they could be the 2 that go on the end of the ignition switch for the engine shutoff. If you do a search for vacuum diagrams there are some really elaborate pages in here complete with printable diagrams.

What is not working ?

Just because you find unterminated lines, or capped off lines, does not mean
they go somewhere.

Typically the black lines under the dash are vent lines, left open. Used to draw clean cabin air.

Is there a specific problem you are trying to solve ?

Okay. Your hard shift problem will most likely be a problem that is completely under the hood.

Your vent problems inside the cabin may be related to the bent off lines.

Can you trace these bent off lines and describe where the other ends are ?

Regarding your trans-shift, get underneath the car and visually inspect the vaccum
connection to the modulater on the left side of the transmission, towards the front.

You are probably going to need a vacuum pump like a mighty-vac (or similar) to fully diagnose this. But it is easy to figure out and inexpensive to repair once correctly diagnosed.

The vacuum modulator cap (cost is $2.50) can leak and cause this problem.
Where the vacuum gets to the modulator can also have trouble, cost is alittle more for this.
A hard shift can also be caused by a cable that connects to the valve cover.
Do a search for bowden cable and you will find info on getting this to work.

Those black vac lines are a mystery though, and we should be able to figure out what they are for.
