W123 cruise control half works??

Working on the 240D. The cruise control does not set. However, when you push the accuator up to accelerate. The car accelerates. Even from a dead standstill. Though it will never lock in on the speed even if your going faster and engage it. BTW what RPM's at 70mph in these 240's? Sounds like the motor is screaming.
