You might need a might vac and some golf tee's. Temporarily you can shut it off manually by holding the stop button located on the linkages.

Usually the lines get a leak from wear (i mean these cars are over 20yrs old) Youll need a mighty vac to determin which line has a leak. The golf tee's can be used to plug up the line thats leaking preventing the car to start.

If not then it might be your shut off valve, and how to replace that? here yah go!

The vacuum activated fuel shutoff is on the back of the IP. Might just be the flex fitting there. A good place to start is to just replace all of your flex lines (about $10)

Did this happen all of a sudden or gradually get worse over time?

Are there any symptoms from the other vacuum operated devices? Do your brakes seem good? Climate control? If your vacuum pump is weak, and needs a rebuild kit, this might be the cause. But back to the original suggestion, the only way to be sure is a mightyvac or other vacuum guage.
