Wiper help - arm alignment problem

I have a 78 300CD that I recently purchased. The wiper arms are not cooperating. I searched the forums for solutions but I couldn't find anyone with the same problem.

I already pulled the grills and arms and cleaned things up and reassembled. It appears that the arms aren't slipping on the posts.

The problem is that the arms are dipping down a couple inches before they go upward when they are on intermittent -- when they are paused between strokes (and when they are turned off) the blades sit a few inches above the bottom edge of the windshield. When they are on continuous the blades get pressed down into the weatherstripping a half inch or so on each stroke. Could the motor or linkage need some type of adjustment?

I don't want to just pull the arms and move them 10 or 15 degrees because I am afraid it will push the blades even further down and strip the arms where they bolt to the post. Or on the other hand they will be resting right in front of my line of vision when they are off or on int.
