82 300D heater air flow

I've searched the forum for specifics on the air flow for the heating/cooling system and, while some posts have hit all around it, none of the described problems are exactly what I'm working on right now. During the winter I run the heater on 'economy' (second-to-last button L to R on the ACC) which doesn't engage the compressor and puts the air flow out the side and floor vents and that's the way I liked it (warm feet and the pasengers in the back get heat at their feet too). Then one day it just started putting it out the sides and defrost vents and NOTHING on the floor. I CAN get some heat on the floor if I push the second button from the left which engages the compressor (hurts my mpg) and puts it out at the defrost/sides/floor vents but nowhere near the volume as 'economy' did.

The fact that I get SOME airflow at the feet (compressor on) makes me think it's not the 'switchover valve for legroom flaps' but that leads me to think controls ?? and i don't want to 'rig it' because in the summers the cold air comes out on the dash perfectly......
