Replaced the Trasmission Modulator and it's still shifting hard!!! Now what?

So I finally got around to it and replaced the modulator, the pin, and the rubber cap. Also, replaced the rubber vac line on the modultor and the clear 4mm hose all the way to the T.

I was a little nervous on changing this thing but it turned out not to be that bad of a swap. I got a lot of help on this forum that's for sure. When I pulled the Modulator out I was under the impression that tranny fluid would come out,,,well, none did and I know it has fluid in it because I already changed the fluid and filter.

I would like to think that the shifting has improved but I don't think it has. Any suggestions on what I should try next? Thanks...

Does the new modulator hold vacuum?

What's the vacuum at idle to the transmission?

I haven't checked the vac on the new modulator...should hold since it's new right? But the old one did not that is for sure.
The vacuum coming off the VDV? (the thing on the IP that has the hose going to the modulator) was around 12 if I remember right...
I ran out of daylight today and was a little annoyed but I'll be back on it tomorrow so any ideas on what to check next would help...Thanks...
