Should I hear my turbo when I rev it?

My 1983 300SD just feels sluggish as hell. Takes a while before I feel any power. Yes I cleaned all those banjos and vac lines , they were dirty.. Sluggish Problem still persists.

I checked the turbine impellers and they look good and spin freely. Should I hear the turbine spool up when I rev it or is it really quiet?
I have only heard the turbine once when I was going about 50 and had my foot moderately in it....


ANy ideas?????
