92 300d 2.5turbo vacuum problems
Gentlemen, I wrote yesterday regarding poor performance and now that I have driven the vehicle some, I realize that in addition to the lack of power, the transmission is not shifing properly. Reminds me of a typical RWD american car with vac problem to modulator. Also, I see from bills in the car (past owner) that some generic garage replaced the IP with a used IP $900.00! I am convinced that I have several vacuum issues, but where do I begin?

Have you tried the "search" button on the top menu? Try it, and type in "w124 boost problem" and read on. You need to know about EDS, vacuum transducers, vacuum pump, wastegate actuator, intake flap, EGR Valve actuator and ALDA. Your car is equipped with a basic computer that monitors different vacuum levels, and positions from sensors to allow for boost to enter the combustion chambers. If ALL conditions are not met, this wonderfull computer cuts vacuum supply to the wastegate and your turbo dumps air to the open atmosphere (but through the exhaust pipe if I'm right). Thus creating the no boost issue. This is a very common problem here and it has been discussed numerous times. The transmission shifts are controlled by vacuum. If you have vacuum issues, the tranny won't shift properly. Search the forum, there are a lot of threads about this problem.
