Headlight was stuck on brights, then died

Hello, I've got a 1985 300TDT wagon. First my driver's side headlight stopped working when switched to brights (still was fine on normal). So I figured I should just replace the lamp. Did that, and then it was permanently on brights. Then it died altogether yesterday.

Does this sound like a fuse issue? I'll just replace all of them (saw the thread under tech help which mentioned doing this first). But what I want to know is does this sound like it's a wiring issue? If so, what are the proper steps to take to fix it?
