Question on E300DT fuel filter bolt o-ring(s)

I just finished "Vitoning" all the o-rings under the hood except for the delivery valves.

The last ones I planned on doing were the two o-rings listed in the diagram as #'s 14 and 11http://www.detali.ru/cat/oem_mb2.asp?TP=1&F=210025&M=606%2E962&GA=722%2E608&CT=M&cat=19T&SID=07&SGR=120&SGN=04
The interesting thing is that there was only ONE o-ring installed and the bolt appears to have only ONE "groove" for a single o-ring.

I tried playing with the placement of the smaller o-ring along the bolt shoulder (#11) that came in my "Viton Kit" and it kept riding up to where it almost obscured the hole on the banjo bolt.

I installed just the single larger o-ring (#14) and everything is operating normally. The center rubber gasket on the filter seems to perform the job the second, smaller o-ring would...if there was a place for it on the bolt.

Anyone else run into this?

The fuel filter comes with 2 o-rings, but only 1 is required. God knows why.

The top detail shows the shutdown button in place of the bolt our cars have as shown in the second detail.

The shutdown button has two orings and is used on the 95 and early(?) 96's that came to the US.

Right...the two o-rings are shown in the bottom detail though also.

I think it's just an oversight.
