300TD wagon kick down switch failure

I have a new problem with my `83 wagon. The kick down switch started to blow fuses when ever you use the kick down. The transmission will downshift once, then blow the fuse and then won't work again, the horn, and tach stop working as well (same fuse). Is this a problem with the kick down solenoid on the transmission?
