That bolt looks like it's on the steering box, not the pump. Am I oriented correctly?

If it's on the steering box (as I see it ) then it's the place for the centering bolt to go to set the center of the box, for alignment (and steering wheel centering). At least that's my weak vision of it.

That's the conclusion that I reached after looking at the FSM some more.

Looks like someone put a bolt in place of the adjusting screw/w locking nut on the mechanical steering box and thats not the pump according to my FSM

The adjusting screw is on the top side.

You got it. There is a special bolt with a point that fits there to hold the box centered when an alignment is done on the car.

You're right It is on the box. and after further manual research it seems to be a cenrering bolbolt of some kind. Thanks. I hope i didn't mess any thing up.

That is not the pump. It is the steering box. The bolt area is the centering bolt used for installation of the steering gear box. A special bolt with a pointed shaft is screwed into the hole so the box is centered correctly when it is installed into the chassis. The pinion arm is attached (aligning the marks on the shaft and pinion arm) with the steering wheel centered and the tires straight. Then the bolt is removed and a new crush washer and the old bolt ( the one your looking at) are installed.

The fluid SHOULD drain from the box when the bolt is removed. Try probing the area gently with a small screwdriver. You should have about 1/4 inch between the case and the internal mechanism.
