air leak in fuel line, think I got it, need advice

I have been working on tracking down an air leak in my fuel system in my '85 300cd for a while now. I am pretty sure it is the primer pump. I replaced all 3 crush washers, as well as the hand pump on top. I am still getting air.

This morning, I blocked off one side of it, and ran the mighty vac to the other side. When pumped up to 27 in, I am loosing about 3-3.5 in per minute. Do you think that's enough to be giving me these problems?

Symptoms: lack of power, seeing air in the return line, and when running on wvo, the air just builds up due to the oil being recirculated, pretty much making the system worthless.
